US govt says won't seek death penalty for Snowden

(AP) ? Attorney General Eric Holder has told the Russian government that the U.S. will not seek the death penalty for former National Security Agency systems analyst Edward Snowden.

In a letter dated July 23, the attorney general said the criminal charges Snowden faces do not carry the death penalty and that the U.S. will not seek the death penalty even if Snowden were charged with additional death penalty-eligible crimes.

Holder says his letter follows news reports that Snowden, who leaked information on largely secret electronic surveillance programs, has filed papers seeking temporary asylum in Russia on grounds that if he were returned to the United States, he would be tortured and would face the death penalty.

The attorney general's letter was sent to Alexander Vladimirovich Konovalov, the Russian minister of justice.

Holder's letter is part of an ongoing campaign by the U.S. government to get Snowden back.

The attorney general's letter may allay reported Russian concerns about how Snowden might be treated if he is deported to the U.S.

Some Russian politicians, including parliament speaker Sergei Naryshkin, have said Snowden should be granted asylum to protect him from the death penalty.

If Snowden were to go to a country that opposes the death penalty, providing assurances that the U.S. won't seek the death penalty may remove at least one obstacle to his return to the U.S.

"I can report that the United States is prepared to provide to the Russian government the following assurances regarding the treatment Mr. Snowden would face upon return to the United States," Holder wrote. "First, the United States would not seek the death penalty for Mr. Snowden should he return to the United States." In addition, "Mr. Snowden will not be tortured. Torture is unlawful in the United States," Holder's letter said.

The attorney general said that if Snowden returned to the U.S. he would promptly be brought before a civilian court and would receive "all the protections that United States law provides."

Holder also said that "we understand from press reports and prior conversations between our governments that Mr. Snowden believes that he is unable to travel out of Russia and must therefore take steps to legalize his status. That is not accurate; he is able to travel."

Despite the revocation of Snowden's passport on June 22, Snowden remains a U.S. citizen and is eligible for a limited validity passport good for direct return to the United States, said the attorney general.

A spokesman for President Vladimir Putin said Russia has not budged from its refusal to extradite Snowden.

Snowden, who is believed to have been staying at the Moscow airport transit zone since June 23, applied for temporary asylum in Russia last week. The United States wants him sent home to face prosecution for espionage.

Asked by a reporter whether the government's position had changed, Dmitry Peskov told Russian news agencies that "Russia has never extradited anyone and never will." There is no U.S.-Russia extradition treaty.

Peskov also said that Putin is not involved in reviewing Snowden's application or discussions of the ex-NSA contractor's future with the U.S., though the Russian Security Service, the FSB, had been in touch with the FBI.

Oil falls back to near $104 a barrel

The price of oil surrendered some of its recent gains Friday, falling back to near $104 a barrel, as concerns over China's decision to press ahead with painful economic restructuring offset upbeat U.S. economic news.

By early afternoon in Europe, benchmark crude for September delivery was down $1.19 to $104.30 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 10 cents to $105.49 on Thursday.

The Nymex contract broke above $100 on July 3 for the first time since May 2012 and peaked at slightly above $109 on July 19, pushed higher mostly by falling U.S. crude stockpiles and increased interest from financial investors.

On Friday, it was weighed down by signs that China, a major energy consumer, is reluctant to splash out on another round of economic stimulus. The government ordered companies in 19 industries from steel to glass to close some factories to reduce overproduction that has led to price-cutting wars.

The impact of the news offset U.S. figures showing orders for long-lasting factory goods rose in June. The increase suggests companies are more confident in the economy and could boost economic growth and demand for crude in the second half of the year.

"Oil prices are finding themselves unable to profit from the weaker U.S. dollar, the good economic data in the U.S. and Europe or from the ongoing supply risks," said a report from analysts at Commerzbank in Frankfurt. They noted prices are still being weighed down by reports in recent weeks showing U.S. oil production is rising to its highest level since 1990.

Elsewhere, Brent crude, which is traded on the ICE Futures exchange in London, was down 13 cents at $107.52 a barrel.

In other trading on the Nymex:

? Wholesale gasoline rose 0.7 cent to $2.993 a gallon.

? Heating oil fell 0.6 cent to $3.034 a gallon.

? Natural gas shed 1.1 cents to $3.633 per 1,000 cubic feet.

Exclusive: Amgen lines up BofA, JPM, Barclays to finance Onyx deal -sources

NEW YORK (Reuters) - Amgen Inc, the world's largest biotechnology company, has lined up Bank of America Corp, JPMorgan Chase & Co and Barclays Plc to finance a potential deal for Onyx Pharmaceuticals Inc, according to three people familiar with the matter.

Thousand Oaks, California-based Amgen, whose preliminary $120 per-share offer for Onyx was rejected by the company's board last month, is still keen to buy the cancer drugmaker and waiting to see if a higher competing offer will materialize, the people said on Wednesday.

All the sources asked not to be named because the matter is confidential. Onyx, Amgen, Bank of America, JPMorgan and Barclays declined to comment.

Onyx put itself up for sale on June 30, citing expressions of interest from Amgen and other third parties.

Shares of the company, which closed at $86.82 on June 28 before news of the sale process, have since surged more than 50 percent to trade above $130, valuing the South San Francisco, California-based company at around $9.5 billion.

The steep price gains, as well as the floor price that Amgen has set with its initial $120 per-share offer, deterred several pharmaceutical and biotechnology companies that would otherwise have been interested in bidding, people familiar with the matter have said.

Amgen has faced growing pressure to beef up its drug development pipeline as safety concerns trimmed sales of its flagship anemia drugs, while patents on four of Amgen's five top-selling drugs are set to expire, starting in 2015.

The company is best-known for these and other medicines used in supportive care of cancer patients.

Amgen Chief Executive Bob Bradway, a former Morgan Stanley investment banker, took over from Kevin Sharer just over a year ago. Amgen shares have rallied since then as investors applauded the company's higher dividends and share repurchases.

The company's late-stage pipeline has several cancer drug candidates, including some acquired through takeovers.

Cancer medicines are the holy grail for many drugmakers because of the limited effectiveness of current products and huge prices that can be charged for new biotech treatments.

Onyx sells Nexavar, a treatment for liver and kidney cancer, and the new colon cancer drug Stivarga - both in partnership with Germany's Bayer AG. Onyx last year began selling Kyprolis for multiple myeloma, which some analysts estimate will reach peak annual sales of $3 billion.

Consumer confidence: India is No. 3, global jobs worry lessens, says survey

Global consumer confidence rose in the second quarter with more optimistic perceptions about jobs, personal finances and spending intentions in the United States, China and Japan, a survey shows.

Indonesia remained the most bullish consumer market, followed by the Philippines, which pushed India into third place, according to the quarterly survey by global information and insights company Nielsen.

Portugal retained its position as the most pessimistic consumer market in the survey, which was taken before a political crisis in Portugal deepened. Hungary and Italy tied for the second most downbeat markets. As government budget cuts, tax rises and high unemployment continued to weigh on households in Europe, consumer confidence declined in 14 of 29 European markets.

"The European consumer is in a holding pattern, and in fact, at Nielsen we see a distinct set of tiers with German consumers being the most confident, followed by consumers in the UK, France, and then Italy and Greece where confidence is both low and also falling," said Venktatesh Bala, chief economist at The Cambridge Group, a part of Nielsen.

The Nielsen Global Consumer Confidence Index rose 1 point in the second quarter to 94, after rising 2 points in the previous quarter. A reading below 100, however, signals consumers are pessimistic overall about the outlook. Consumer morale improved in the United States, the world's biggest economy, reflecting increasing employment opportunities, higher home prices and a rising stock market, Bala said.

London's Olympics legacy faces early disqualification

In 2006, as London bathed in the afterglow of winning the bid for the 2012 Olympics, Sebastian Coe announced: "Legacy is probably nine-tenths of what this process is about ? not just 16 days of sport."

Presented as a benevolent behemoth of fast-track regeneration, the Games were supposed to leave behind a shiny new world of 12,000 homes and 10,000 jobs, set amid the rolling hills of the largest new park in Europe. It would be the miracle cure for the maligned East End, cleansing a swath of the Lower Lea valley ? a site conveniently branded as a toxic dumping ground, at the nexus of London's poorest boroughs.

On Friday, reports were published declaring the legacy to be a triumph for?UK tourism, sports participation, volunteering and business. But what is?the physical reality on the ground? One year on, and with ?11bn of public money spent on the Olympics, the first part of the park will reopen this weekend. With national cynicism no longer suspended, now that the collective frisson of watching our Lycra-clad heroes has faded, how is the promised bounty shaping up?

Walking down Stratford High Street, along the south-east border of the Olympic park, the signs are not auspicious. At every junction of this roaring A-road sprouts a steroidal tower, each clad in ever more lurid colours, transforming the street into a gauntlet of competing ambitions. Looming over adjacent council estates, these brash totems are a monument to Olympian greed. Marketed with the blandly aspirational names of Velocity, Aurora and Icona, they reach their peak at the purple 43-storey shaft of the Stratford Halo. Strip away all the festive colours, though, and you'll find that these are actually mean-minded silos of tightly packed one-bedroom flats, mostly sold overseas for buy-to-let.

Like a physical bar chart, their bloated bulk stands as a diagram of the vastly inflated land values whipped up by the Olympic gold rush. Developers swarmed in when the area was earmarked as the sacred site. Paying over the odds, each was determined to build what they imagined would be the ultimate gateway to the Games. Inevitably, they failed. The real gateway to the Olympic park had been determined long before ? in the form of a gigantic shopping mall. Westfield represents part of a pre-existing plan for Stratford City, imagined as a glamorous new "metropolitan centre" built around the Stratford international rail hub (just four hours from Brussels). But the plan hit the rocks and was divided into separate hands, split into an inward-looking mall on one side of the tracks and the eastern bloc-style flats of the athletes' village on the other.

This commercial compromise destroyed any idea of an integrated "city" right from the start. Nor did the financial crisis help: the housing developers had to be bailed out by the public purse to the tune of ?1bn, and the results have since been sold on to the Qatari royal family for about half that. The sole precondition is that half the flats be let for "affordable" rent (80% of market rate).

With its wide, tree-lined streets and its endless facades of beige concrete, the housing area, now christened East Village, feels peculiarly soulless. It's not just the rigid, coarse and repetitive courtyard blocks that rise like 10-storey cliff-faces ? it's the gaping boulevards that sweep between them. There's little sense of human scale. The original plan was to roll out a similar grid of muscular blocks right across the park, like our own slice of Benidorm. But, remarkably, common sense has prevailed.

"There was a moment when people said, 'Hey, shouldn't this look a bit more like London?'" says Canadian architect Kathryn Firth, chief of design at the London Legacy Development Corporation (LLDC), the mayoral machine in charge of the future of the site and its surroundings. "The feedback from public consultation was that it all looked like a very alien place."

Former legacy chiefs had spoken with rapture of replicating places like Belgravia and Maida Vale in the Lea valley, analogies that did not sit particularly happily with the terraces of Leyton and the warehouses of Hackney Wick. "I think it's a bit arrogant to say we're creating a bit of South Ken here," says Firth. "We're in east London, so we should learn from our neighbours."

Consequently, the plan has been reconfigured to take in a mixture of traditional London typologies. Now scaled back to a total of 8,000 homes, the "legacy communities" will be formed from familiar things: terraces and squares, mansion blocks and mews houses. They will sit among a surreal landscape of Olympic fragments from the elegant swoop of the velodrome to the skeleton of the main stadium and the hulking shed of the media centre ? the only one changing its use. Reborn as iCity (http://icitylondon.com/), it's a place for start-ups, media companies and a satellite of Loughborough University.

There is a sensible design code for each of the new neighbourhoods, covering general layouts, materials and street character: stone, bricks and things that last will be favoured over the recent vernacular of novelty shapes decorated with jazzy shades of plastic. And areas will be tuned according to their context. Over the canal from Hackney Wick, a land of artists' studios and fragments of industry, there will be buildings with workshops and yards. Chobham Manor, closer to suburban Leyton, will have bigger, family-sized homes with gardens, while to the south, nearer Stratford, a world of waterside apartments will prevail.

Firth's colleague Eleanor Fawcett sums up the ethos: "It should be like the surrounding neighbourhoods spilling in," she says. "The objective is that no one will ever know where the fence was." Given that the site is cut off on all sides by canals, railway cuttings and elevated roads ? a secure island that made it particularly attractive to Olympic planners ? this will be a struggle. Still, Fawcett has spent the last few years co-ordinating projects that try to stitch the severed site back into its hinterland, both physically and socially. "In some places, it's as simple as moving fences to unlock stretches of footpaths on the river," she says. "In others, it's about funding temporary uses, things like skate parks and studios, that can spread into the park, to inform the nature of the permanent developments."

Firth and Fawcett make a convincing duo. They bring a welcome voice of sanity after a disastrous failure of planning intelligence about how to make a coherent place out of this ragbag of parts. Yet, while their words and drawings may be reassuring, there is still precious little evidence that their hopes will come to fruition.

The LLDC has the unique power to insist on quality, acting as both landowner in the park and planning authority for 500 or so hectares around?it (a model similar to Thatcher's London Docklands Development Corporation (http://www.lddc-history.org.uk/), responsible for Canary Wharf). Learning from the great estates like Grosvenor and Cadogan in the West End, the corporation will retain ownership of the land and rent chunks to development partners on long-term leases, with all designs overseen by a panel of the country's more thoughtful housing architects, including Peter Barber and Alex Ely.

There is also the much-declared political will to experiment with self-build, co-housing and community land trusts, meaning the park could become a test bed for new kinds of housing. But it would all require a brave leap of faith ? something the LLDC's target-driven constitution is unlikely to allow. With the onerous obligation to make some sort of return, given the cost of the Games, there is constant pressure for commercial viability: because of the cost of improving infrastructure, the target for 35% affordable housing, not?to mention the strict design codes, anything beyond the market norm will?be difficult to achieve. Meanwhile, mayor Boris Johnson ? self-appointed chair of the legacy corporation ? is now?pushing to accelerate what was a 20-year plan, hungry for visible results and political capital.

He would do better to slow down. Outside the park, developers continue to try their luck, spurred on by what others have got away with. Stock Woolstencroft, architects of the dismal Stratford towers, are attempting to continue their march of mediocrity with schemes on the other side of the park. In Fish Island, to the west, they have submitted an application for 15 buildings of up to 14 storeys (in an area allowing a maximum of six) clothed in a random livery of cheap cladding. It was slammed by the review panel, but the response to such schemes will be the test of the corporation's planning powers, and how far it is prepared to insist on good design.

Despite all the blunders around the edge of the site, there are reasons to be optimistic. The communities within could yet be successful. But an uneasy fact remains: that building on the site of a global event ? making workable streets from tarmac wastes and weaving housing around velodromes ? is a?difficult and expensive way of producing a good city. For just about every Comic-Con International in San Diego for the past few years, Marvel Studios has taken the plum Saturday night position in order to bring the most excitement to the gathering throng and they almost always have lots of surprises to offer. This year, SuperHeroHype/ComingSoon.net got on the phone a couple hours before the anticipated Marvel Studios panel to try to get some sort of preview of what to expect, but having spoken to Marvel Studios President of Production Kevin Feige many times in the past, including earlier this year, we knew that we wouldn't be able to get the surprises out of him so we focused on a few other questions we had for him.

As it would have it, the panel mostly focused on the four Phase 2 movies that are currently in production, bringing out the cast, some logos and the first footage for the two movies that are furthest into shooting, but Feige also took the opportunity to announce the title of the "Avengers" sequel as Avengers: Age of Ultron?(similar to the recent mini-series).

We talked to him about some of the other things going on in the Marvel Cinematic Universe and the connections it has to the new ABC TV show that kicks off on September 24, the "Marvel One-Shot" shorts and other things.

Marietta Catholic church named a minor basilica

STEUBENVILLE - Bishop Jeffrey M. Monforton of the Catholic Diocese of Steubenville has announced St. Mary Catholic Church of Marietta has been granted the title of minor basilica,

Monforton had requested the designation.

The application was sent Jan. 13 to the Congregation for Divine Worship and the Discipline of the Sacraments in Rome.

According to Monforton, "I received word from the Congregation for Divine Worship and the Discipline of the Sacraments that my request for St. Mary of the Assumption Church in Marietta to become a minor basilica was accepted."

The letter to Bishop Monforton was signed by Archbishop Arthur Roche, secretary of the Congregation for Divine Worship and the Discipline of the Sacraments who wrote, "Such an honorific title is intended to strengthen the relation of this important church with the Chair of Peter and to make it an ideal center of special liturgical and pastoral ministry in the diocese."

"I congratulate Msgr. John Michael Campbell, the pastor of St. Mary Parish for his steadfast work in the necessary preparations to make this initiative a successful endeavor," Bishop Monforton said.

"I am grateful, also, to my predecessor, Bishop R. Daniel Conlon who began this process," added Monforton.

Conlon rededicated St. Mary Church during its 100-year anniversary celebration in 2009 following a multimillion renovation.

"With the dignity of minor basilica comes the responsibility for St. Mary Church to further galvanize its efforts in support of our Holy Father, Pope Francis, as well as to be the location for special liturgical celebrations when needed and of course, not withstanding, to provide pastoral outreach to all the people of God. This designation is not simply an honor for a particular parish community, for this day the Diocese of Steubenville as well as all the good people in the Ohio Valley celebrate God's grace," Monforton said on learning of the granting of the title.

The present St. Mary Church dates to 1903.

It replaced buildings ravaged by floods in the 1800s. Though the church foundation was completed in 1903 and its cornerstone put in place the following year, construction continued until 1905. Then, work was halted for two years while money was raised, church history reads.

At the time of its Dec. 12, 1909, dedication by Columbus Bishop James J. Hartley, a Marietta newspaper read: "The church is of marvelous beauty, no pains having been spared to make it a place worthy of dedication to the services of God."

The dedication was reported to have been the "largest assemblage, both of Catholics and non-Catholics, ever brought together by a church function" in Marietta. The church was filled to capacity, and an estimated 1,000 persons were turned away, it was reported in the Marietta newspaper.

At the time the church was completed, it reportedly cost slightly less than $129,000, of which almost $100,000 came from subscriptions by individuals and societies of the parish. The smallest recorded contribution was 10 cents; the largest, from its pastor, Father Francis M. Woesman, more than $4,000.

St. Mary's restoration began in 2006 when murals - thought to date to the early 1900s - on the walls of the church were returned to their original grandeur.

Wiring was updated inside the church and plaster was repaired and the rest of the church was painted.

A permanent altar, made mostly of carved Italian marble and encircled by statues of the Twelve Apostles, was installed to replace a portable one. A crucifix and image of the Holy Family were added.

The gathering space was enlarged. The number of confessionals was increased and art glass restoration and wall reinforcement were done.

"There is a lot of history in the Catholic church in Marietta," said Campbell.

"Initially, missionaries are reported to have traveled from place to place for miles on horseback and brought together scattered families into small congregations. The Mass was the first instance of Christian worship ever offered in Marietta, the oldest city of the Northwest Territory. A Jesuit missionary, Father Joseph Peter de Bonnecamp, is said to have accompanied French troops inspecting the territory," said Campbell.

"As chaplain, he held services for the troops and preached to the Indians in the mid-1700s. The next records reveal Mass being celebrated in a house in what is now the area of Marietta's Hart and Fifth. The first resident pastor was Father James McCaffrey, who converted a storeroom into a church, above which he resided," Campbell related.

Campbell said construction on the first church began in 1850.

"Bricks for the new building were said to have been taken from an old Indian mound. Efforts to move the church out of the path of floodwaters came when a new church site, the present location, was purchased Feb. 22, 1900. The history of St. Mary Parish and pictures of the church were part of the multipage petition sent to Rome, as St. Mary's status as a minor basilica was contemplated," Campbell said.

A Mass to celebrate the basilica designation will be planned, probably for the fall, Campbell said.

There are only two other minor basilicas in the state of Ohio, according to Campbell.

The Basilica of St. John the Baptist, Canton, was made a minor basilica in 2012. It claims to be the oldest Catholic parish in Northeastern Ohio. The second minor basilica is the Basilica and National Shrine of Our Lady of Consolation, Carey.

Woman dies while riding 'Texas Giant' rollercoaster

A woman has died after an accident on a rollercoaster at the Six Flags Over Texas amusement park in Arlington, Texas.

"We are deeply saddened to share that earlier this evening an adult woman died in the park while on the Texas Giant," Sharon Parker, communications manager for Six Flags Over Texas, told ABC News in a written statement. "Park medical staff and local paramedics responded immediately. Since the safety of our guests and employees is our number one priority, the ride has been closed pending further investigation. Our thoughts and prayers are with the family and friends during this difficult time."

Official details were not immediately available on how the woman died.

Sports: British Open Third Round: Highlights and Analysis

Tiger Woods and Lee Westwood went back and forth for 18 holes Saturday in a game of one-upmanship, as if their individual match was the only one being watched.

Paired together, Woods and Westwood began the third round one stroke off the leader, Miguel Angel Jimenez, but that quickly changed. Jimenez dropped, as did Henrik Stenson, and Muirfield evolved into the Lee and Tiger Show ? with Westwood of England seeking his first major title in front of a supportive crowd, and Woods, the 14-time major winner, looking to reclaim his dominance.

After a two-stroke swing on the 17th hole, Westwood stood atop the leader board at three under par. Woods, who bogeyed 17 after a misplayed second shot landed in a fairway bunker, finished tied for second with Hunter Mahan.

Conditions were tamer on the course Saturday, as the grounds crew did their best to keep the fairways moist against the heat and sun. Still, only three players remained under par for the tournament. Jimenez, who had played well on Thursday and Friday, shot a 77. Phil Mickelson remained on the fringe of the leader board at two over par.

The most interesting pairing Sunday will be Woods and Adam Scott, who has Woods?s former caddie, Steve Williams, on his bag.

The question, though, will be whether Westwood can ride Saturday?s momentum to win Sunday and follow in the footsteps of the Wimbledon winner Andy Murray of Britain to win one of golf?s most coveted prizes.

The third round at Muirfield has finished. It was a rough day for Miguel Angel Jimenez, who shot a 77 to drop into a tie for 11th. His partner, Henrik Stenson, shot 74 to finish one over par.

Westwood and Hunter Mahan will be in the final pairing Sunday. Woods will play with Adam Scott.

2:25 P.M. Woods Reflects on Bogey

Woods said he didn?t make good contact on his second shot on the par-5 17th. It caught the fairway bunker and turned the tide on the round ? he bogeyed the hole and Westwood birdied it. After his round, Woods told Tom Rinaldi of ESPN: ?I needed a bullet to get over that bunker. I spun it.?

Both Westwood and Woods par the 18th hole. Westwood has a two-stroke lead over Woods and Hunter Mahan through 54 holes. Woods has never won a major when he was not at least tied for the lead entering Sunday.

A huge turn of events at the top of the leader board, as Woods bogeys the par-5 17th and Westwood birdies it. Westwood is three-under par and two strokes ahead of Woods, who is at one under, as both head to the 18th hole.

Mickelson, at two over, was not too pleased with his 72 in the third round, considering he thought the conditions Saturday afternoon were better than they were Friday. When Tom Rinaldi of ESPN went over the highlights with him, Mickelson joked, ?Were there highlights??

Why did the Kremlin release Russian opposition activist Navalny?

The day after Russian opposition activist Alexei Navalny's conviction sent thousands of Russians into the streets in protest, he was unexpectedly released on bail, likely indicating Kremlin uncertainty about how to prevent his case from becoming a fresh rallying point for the opposition.

Mr. Navalny and his supporters slammed his five-year prison sentence on embezzlement charges as a politically motivated ruling intended to silence the top government critic and activist, who was one of the central organizers of mass protests against President Vladimir Putin in December 2011.

He was convicted of embezzling 16 million rubles ($494,000) from a timber firm while advising the regional governor of Kirov in 2009, according to Reuters. He never pleaded guilty to the charges.

Even more unusual than the release on bail was the source of the request ? according to Reuters, it came from the prosecution, indicating the Kremlin's concern about a revival of mass demonstrations. Navalny hailed the ruling as a victory for "people power."

"I am very grateful to all the people who supported us, all the people who went to (protest in Moscow's) Manezh Square and other squares," the 37-year-old said, rushing across the court to hug his wife after he was released from a glass courtroom cage.

"We understand perfectly well what has happened now. It's an absolutely unique phenomenon in Russian justice," he said in the court in Kirov, an industrial city 900 km (550 miles) northeast of Moscow.

According to a separate Reuters piece, Navalny has "grasped a mood change in Russia among the urban youth and growing middle class" and "embodies the rebellious generation of young Russians who have taken to the streets to try to force out President Vladimir Putin."

Tall, clean-cut, confident and articulate, Navalny has more potential than any other opposition leader to at least rattle, if not directly challenge, Putin.

Thursday's verdict was seen by many as a sign that the president himself sees him as a threat, even though opinion polls suggest his appeal does not go far beyond the big cities.

"Navalny's sentence looks less like punishment than an attempt to isolate him from society and the electoral process," declared former Finance Minister Alexei Kudrin, a longtime Putin ally respected by many Western economists and politicians.

Thousands turned out in Moscow and other cities, including St. Petersburg, after the ruling was handed down yesterday. About 200 were arrested by police in Moscow, although they were all released today.

But according to The Washington Post, Navalny's release had less to do with the protests and more to do with making sure Navalny remains on the mayoral ballot so that a victory by current mayor Sergei Sobyanin has legitimacy. The Post describes authorities in Moscow as "intent" on keeping Navalny in the race and "confident" that Mr. Sobyanin will win.

The aim would be to give Sobyanin a legitimate victory in the heart of Russia?s opposition movement.

That calculation ? more than the street protests ? appears to have been the deciding factor in the prosecutors? motion.

One of Navalny?s closest associates, Leonid Volkov, had said after Thursday?s sentencing that if Navalny goes to prison he will drop out of the mayoral race. That may have supplied the pressure needed to get him freed.

According to the Post, Navalny must remain in Moscow for the entirety of the appeal period, which typically lasts about six weeks, although Russian news outlet RIA Novosti reports that the appeal process lasts only 10 days and his prison sentence will be implemented then, unless Navalny issues another appeal.

The local office of Russia's general prosecutor filed a complaint yesterday contesting the jailing, saying the country's criminal code did not permit it during the appeal period. The prosecutor's office is a different authority than the one that charged Navalny, The Wall Street Journal reports.

Co-defendant Petr Ofitserov, who received a four-year sentence yesterday, was also released.

Navalny's sentence earned condemnation from the US and European Union, as well as comparisons to Soviet Russia's "show trials" from critics. Russian shares tumbled to their lowest point in more than a month in response.

RIA Novosti reports that Navalny said he had not yet decided whether to revive his bid for mayor of Moscow, which is holding elections in September. The activist registered as a candidate Wednesday, the day before his sentencing.

"I'm not a pet kitten or puppy who they have thrown out and then decided to release for a month before the election," he said. "I will make a decision with my campaign team after I get back to Moscow."

Navalny?s campaign manager Leonid Volkov said Thursday after the conviction was announced that Navalny would drop his bid to stand for mayor because ?it is not an election; there is no point in taking part.?

China has or soon will supplant the U.S. as the world's leading superpower. That's the headline from a survey by the Pew Research Center, which put this proposition to people around the world.

In 23 of the 39 countries surveyed, majorities or pluralities said China has or will overtake America.

In China, the verdict was clear: Two-thirds believe their country already has or eventually will supplant America.

In the U.S., about half the country believes America will continue to be a greater economic and political force than China. But the number is down from 54 percent in 2008 to 47 percent today, the survey found.

The survey reflects China's dramatic rise as a global economic power over the past three decades, and economic turmoil in the U.S. in recent years.

"China's economic power is on the rise, and many think it will eventually supplant the United States as the world's dominant superpower," the report says.

U.S. Viewed More Favorably Than China

However, those surveyed still had a more favorable view of the U.S. compared with China, with 63 percent having a positive view of America, compared with 50 percent for China.

The U.S. was viewed more positively in every region in the world except the Middle East ? where only 1 in 5 respondents had a favorable view of America.

Several places that are leading recipients of U.S. assistance had the most negative views of America: Pakistan, Egypt, Jordan and the Palestinian territories all receive large amounts of U.S. aid. But only 11 percent to 16 percent of respondents in those countries had a favorable view of America.

It's worth noting that these global perceptions can be subject to rather dramatic shifts. Roughly two decades ago, Japan's economy was surging, and there was widespread talk that it could overtake the U.S. as the world's most important economy.

Japan's economic bubble then popped, and has never fully recovered.

Pew, which is based in Washington, surveyed nearly 38,000 people in 39 countries in March and April.

Apple 'iPhone Lite' pictured in two versions -- report

Another day, another rumor about Apple's plans to launch a "lite" version of its iPhone.

Apple could be planning to launch two versions of an "iPhone Lite," claims a report out of China that was discovered by Phone Arena on Friday. The report, which included images claiming to show Apple's plans, indicates that one of the handsets is codenamed "iPhone Zenvo," while the other comes with the name, "iPhone Zagato/Bertone."

Both devices, according to the leaked documents, will come with 4-inch displays and be available in multiple colors. The Zenvo model will come with a dual-core processor from Samsung and 1GB of RAM, while the Zagato/Bertone version will have an unidentified "H6P" processor and support for TDD-LTE, according to the report.

In terms of design, the device looks similar to the current iPhone 5, but if the specs are accurate, it looks to be the cheaper model that has been bandied about for the last several months. There has been some disagreement over the device's name, however, as many reports suggest it'll be called the iPhone Mini.

Before we get ahead of ourselves, it's important to note that there's no way to confirm the accuracy of the leaked documents. Apple is notoriously secretive about its plans, and the company has been known to use decoys to throw folks off the scent of new products. In other words, as with all Apple rumors, take this one with a grain of salt until the iPhone maker actually shows off a new device.

FHA 203K Loan and refinancing - Zillow Mortgage Advice

Just entered into a contract for sale of home in Washington, DC. Row home with basement rental. Sale price was $755,000. Property requires complete reno so we must get a 203k or investor loan. Thinking of looking into a?FHA 5/1 Arm 203k Loan, with accompanying mortgage insurance.

We think we want to put 5% down. The hope is that we can refi out of this loan and into a conventional 30 year mortgage within the year to get rid of MI.

Surrounding homes are valued at between 850,000 to 1.1 million, so we are hoping that after reno we will appraise at a much higher value, making it easier to hit the 20% equity mark.

Any thoughts on this plan? Refi we are asusming will cost between $5000-7000.

Carter says Zimmerman verdict was 'right decision'

Jimmy Carter says the jury made the right call in finding George Zimmerman not guilty.

"I think the jury made the right decision based on the evidence presented, because the prosecution inadvertently set the standard so high that the jury had to be convinced that it was a deliberate act by Zimmerman, that he was not at all defending himself," C arter told Atlanta NBC affiliate WXIA-TV.

On Saturday, Zimmerman was found innocent by a jury in Florida. He shot and killed 17-year-old Trayvon Martin in February 2012, Zimmerman maintains in self defense.

The former president and Georgia governor discussed the verdict, and what it says about race in America, in an on-camera interview with the station.

"It's not a moral question, it was a legal question, and the American law requires that the jury listen to the evidence presented," Carter said. "The action that was taken in the courtroom was not to bring in the race issue at all. The prosecution avoided that subject quite clearly."

Judge Debra Nelson ruled that prosecutors could argue that Zimmerman "profiled" Martin, but only if they avoided suggesting Zimmerman profiled the 17-year-old based on race.

Asked what the Zimmerman verdict says about race, Carter compared it to other high-profile moments involving race and violence in U.S. history, such as the police beating of Rodney King and the ensuing 1992 Los Angeles race riots and the assassination of Martin Luther King, Jr.

"I think eventually, no matter how deep the moral feelings and personal feelings might be among African Americans or others, with time passing they start seeing what can we do about the present and the future and put aside their feelings about the past," Carter said. "I think that's what's gonna happen in our country."

The Federal Energy Regulatory Commission on Tuesday ordered Barclays Bank PLC and four of its traders to pay a fine of $453 million for manipulating California electricity prices.

The Federal Energy Regulatory Commission on Tuesday ordered Barclays Bank PLC and four of its traders to pay a fine of $453 million for manipulating California electricity prices.

The price manipulation occurred in California and other Western states between November 2006 and December 2008.

The federal agency also ordered Barclays to disgorge $34.9 million ? plus interest ? in ill-gotten gains related to the Low-Income Home Energy Assistance Programs of Arizona, California, Oregon and Washington.

The penalties were first proposed last year. The agency has ordered the penalties be paid to the Treasury within 30 days. Barclays also has 30 days to distribute the ill-gotten profits. Of those unjust profits, 63 percent go to California, 19 percent going to Arizona and 9 percent each go to Oregon and Washington.

The agency found that the Barclays traders demonstrated coordinated and intentional efforts in a manipulative scheme, which is a violation of the Federal Power Act and FERC?s rules.
