What Makes Someone a Criminal? - Criminal Justice Schools

File:DNA Repair.jpgEarlier today, Psych Central posted an interesting article entitled ?Digging into Biological, Environmental Roots of Antisocial Behavior?. It describes some of Dr. Brian Boutwell?s research that looks at, not only environmental and biological factors, but also genetic causes leading to anti-social and criminal behavior.

Dr. Boutwell is a Criminologist and an Assistant Professor at Sam Houston State University. He completed a Bachelor in Criminology and Psychology, followed by a Masters and PhD in Criminology. While not teaching, he devotes his time to biosocial research: ?Biosocial research is a multi-disciplinary way of studying antisocial behavior. It involves aspects of behavioral genetics, neuroscience, evolutionary biology and developmental psychology,? explains Dr. Boutwell.

In one study, he and his colleagues found that generally those who had a genetic predisposition and were subject to corporal punishment (i.e. spanking) went on to adopt antisocial and in some cases criminal behavior, while those who did not have that genetic predisposition did not. These findings were more prevalent in male subjects.

In Science Daily?s ?Genes Influence Criminal Behavior, Research Suggests? (January 25, 2012), the article also describes Dr. Boutwell?s research and the genetic correlation between antisocial behavior in childhood which can manifest itself as violent or criminal in the future. The piece outlines Dr. Boutwell?s collaboration with Dr. Kevin M. Beaver (Florida State University) and Criminologist Dr. J. C. Barnes. The three investigated the genetic connections to Dr.Terrie Moffit?s developmental theory of crime. Her theory discusses an individuals takes one of three pathways: persistent or long term offenders, adolescent limited offenders or non-offenders.

Boutwell, Beaver and Barnes? findings, based on 4,000 subjects, suggested that long term offenders were more influenced by their genes than their environment. ?The overarching conclusions were that genetic influences in life-course persistent offenders were larger than environmental influences. For abstainers, it was roughly an equal split: genetic factors played a large role and so too did the environment. For adolescent-limited offenders, the environment appeared to be most important,? stated Dr. Barnes in Science Daily.

Where traditionally environmental factors leading to a criminal lifestyle has been researched, the role of genetic factors is a relatively new field of study. 'Midnight in Paris,' 'Descendants' win WGA honors (omg!)

LOS ANGELES (AP) ? Woody Allen's romantic fantasy "Midnight in Paris" and Alexander Payne's family drama "The Descendants" have won top screenplay honors from the Writers Guild of America.

With his biggest hit in decades, writer-director Allen earned the guild's prize Sunday for original screenplay on "Midnight in Paris." The film stars Owen Wilson as a modern Hollywood writer who gets a chance to hang with his literary idols in the 1920s Paris of Hemingway and Fitzgerald.

Director Payne shared the adapted screenplay honor with co-writers Nat Faxon and Jim Rash. Based on the novel by Kaui Hart Hemmings, "The Descendants" stars George Clooney as a Hawaiian dad struggling to tend to his two daughters after a boating accident puts his wife in a coma.

The wins boost the prospects for both films to earn the same prizes at next Sunday's Academy Awards, where both movies also are in the running for best picture.

But not all key Academy Awards contenders were eligible for the Writers Guild honors, including Oscar best-picture front-runner "The Artist." The black-and-white silent film is competing against "Midnight in Paris" for original screenplay, but "The Artist" was ineligible at the Writers Guild awards because it was not made under the union's contract guidelines.

The guild's prize for big-screen documentary writing went to Katie Galloway and Kelly Duane de la Vega for "Better This World."

Among the guild's TV winners:

? Drama series: "Breaking Bad," Sam Catlin, Vince Gilligan, Peter Gould, Gennifer Hutchison, George Mastras, Thomas Schnauz and Moira Walley-Beckett.

ESPN fires employee over racist Jeremy Lin headline | Science ...

LOS ANGELES, Feb 19 (TheWrap.com) - ESPN has fired one employee and suspended another for using the same racist word in connection to New York Knicks' guard Jeremy Lin.

In both cases, an employee used the word "chink" in reference to Lin, a Palo Alto, California, native of Chinese descent.

"We again apologize, especially to Mr. Lin," ESPN wrote. "His accomplishments are a source of great pride to the Asian-American community, including the Asian-American employees at ESPN. Through self-examination, improved editorial practices and controls, and response to constructive criticism, we will be better in the future."

The fired employee used the word in a mobile headline -- "Chink in the Armor" -- after the Knicks lost to the New Orleans Hornets Friday night.

"I don't think it was on purpose or whatever, but (at) the same time they have apologized. And so from my end I don't care anymore," Lin said after leading the Knicks to a 104-97 win over Dallas on Sunday. "Have to learn to forgive, and I don't even think that was intentional. Or hopefully not."

Lin is the NBA's first American-born player of Chinese or Taiwanese descent.

The headline was up only from 2:30 a.m. ET to 3:05 a.m., but an employee of Web-based sports network SB Nation captured it.

A few days earlier, Max Bretos, an anchor on ESPN News, used the same phrase while speaking with Knicks legend Walt Frazier. He has been suspended for 30 days. A radio commentator on ESPN's airwaves also used the word, but the person is not an ESPN employee.

ESPN first apologized on Saturday, then issued the following statement:

""We are conducting a complete review of our cross-platform editorial procedures and are determining appropriate disciplinary action to ensure this does not happen again. We regret and apologize for this mistake."

The Asian American Legal Defense and Education Fund also issued a statement on Saturday calling the phrase "racist and inexcusable." The organization called on ESPN to issue an apology "aired prominently on ESPN's television programs," and also offered to meet with ESPN employees to help prevent future incidents of racism.

ESPN's employees are not alone in demonstrating poor judgment when it comes to Lin. MSG, which owns the Knicks, aired an image of Lin popping out of a fortune cookie, and Fox Sports columnist Jason Whitlock posted an offensive tweet about basketball's newest star last weekend.

Whitlock apologized, saying he had surrendered to the "immature, sophomoric, comedic" part of his personality.

Lin, a Harvard graduate, has come out of nowhere to lead the Knicks to respectability during the past few weeks.

His instant popularity has landed him a spot in the NBA's All-Star Weekend -- in the events on Saturday, February 25, but not in the February 26 game -- and also helped MSG and Time Warner Cable resolve a dispute. The two sides had been warring over fees, robbing New Yorkers of local sports programming.

His ascendance has also led to a great deal of discussion about his race and whether it inspired greater fan support.

(AP) ? Congress is getting ready to vote on extending a payroll tax cut for 160 million workers and jobless benefits for people out of work the longest, a showdown that many legislators hope will finally end a standoff that has dominated Washington since the fall.

Lawmakers were expecting the House and Senate to vote Friday on the $143 billion package, which also would forestall deep cuts in Medicare reimbursements to doctors. The tax cuts, jobless coverage and higher doctors' payments would all run through 2012.

Passage seemed virtually assured in the House and likely in the Senate, though questions about its fate there were growing amid defections by senators of both parties.

Approval would hand election-year bragging rights to President Barack Obama, who made the tax cut and jobless benefit extensions a cornerstone of his September jobs package, over objections from many Republicans.

Late Thursday, Obama praised both parties for the accord and urged lawmakers to approve the measure.

"There's much more the American people need and expect from us ? to help our businesses keep creating jobs, to help restore security for middle class families and to leave an economy that's built to last," the president said in a written statement that echoed themes of last month's State of the Union address.

Extending the 2 percentage-point cut in the 6.2 percent Social Security payroll tax would save around $80 monthly for someone earning $50,000 a year.

The vast number of voters who would benefit from that tax cut helped persuade many GOP lawmakers that opposition made little sense with presidential and congressional elections looming this fall. House Republicans blocked a two-month extension of the tax cut and jobless coverage in late December, only to retreat quickly under a buzz saw of opposition from conservative and GOP leaders from around the country.

With that history, most Republicans seemed ready to get the fight behind them and change the subject for the rest of this election year.

"It will allow us to move forward on our agenda in the House," said freshman Rep. Tom Reed, R-N.Y., a reference to GOP proposals for paring federal regulations and shrinking government.

"They've learned that it's politically stupid" to oppose the measure, Sen. Chuck Schumer, D-N.Y., said of GOP lawmakers.

Even so, the Senate's majority Democrats were expecting to need more than 10 Republican senators to reach the 60 votes needed to advance the measure.

Some Democratic senators were defecting because of cuts the bill would make for civil servants' benefits and health programs. Many Republicans were opposed because the measure would add $89 billion to federal deficits over the coming decade.

The reduction in the Social Security payroll tax, which is deducted from workers' paychecks, would cost $93 billion through 2022. In a sudden concession this week that made bipartisan agreement possible, House Republicans dropped their demand that the tax cut be paid for with spending reductions.

In a GOP win, coverage for the long-term unemployed would be cut from the current maximum of 99 weeks to a ceiling of 73 weeks by this fall in states with the worst job markets, with most topping out at 63 weeks.

The $30 billion cost of the extended benefits would be paid for half by government sales of parts of the nation's broadcast airwaves, half by requiring federal workers hired after this year to contribute an additional 2.3 percent of their pay for their pensions, up from the current 0.8 percent.

That increase also would apply to members of Congress, but only those who begin service as of next January ? exempting every current lawmaker.

The bill also would prevent a 27 percent cut in federal payments to doctors who treat Medicare patients, a reduction that threatened to make it harder for seniors to find physicians.

That would cost about $18 billion. It would be paid for by trimming Medicare reimbursements to health care providers to cover unpaid medical bills, cutting payments to hospitals that treat large numbers of poor patients and cutting a fund created in Obama's health care overhaul for preventing diseases caused by smoking and obesity.

A House-approved measure letting states test unemployment benefit applicants for drug testing was pared back, permitting the tests only for people who lost their jobs due to drug use or whose new jobs would require such tests.

Those seeking unemployment coverage would have to show they are actively seeking work, but another GOP-backed provision forcing them to pursue high school equivalency diplomas was abandoned.

Bethesda explains why Morrowind and Cyrodiil are in Skyrim ...

In November last year a 19-year-old named Jesse made a surprising discovery while playing Skyrim. Using the console commands (No-clip) he traveled to the most south-eastern area of the game known as Stendarr?s Beacon and went beyond the game?s boundaries down a path between two mountains. What he found was low detail versions of the Morrowind and Cyrodiil environments.

Nobody knew why the locations had been included in the game, with speculation that Bethesda had something big planned as part of a future update for Skyrim. Now we know why they are there as Bethesda has explained all.

The explanation comes from Todd Howard, designer and producer at Bethesda. The reason both Morrowind and Cyrodiil exist in Skyrim is purely for background detail. They solved the problem of what a player can see when they climb to the top of a mountain and look to the horizon. The landscapes from previous games made for perfect background detail and didn?t require much work to place low detail versions of their landmass around the core Skyrim environment.

However, Bethesda hasn?t ruled out using those areas in future. Although Howard certainly didn?t confirm anything, there?s always a chance we may get a surprise expansion pack for the game that opens up those locations.

Even if Bethesda don?t do it officially, the modding community may take up the challenge and start populating the landscape for them. The newly released Creation Kit certainly puts the tools out there for such mods to happen.

Funeral for Whitney Houston set for Saturday in NJ (AP)

NEWARK, N.J. ? Whitney Houston's funeral service will be held Saturday in the church where she first showcased her singing talents as a child.

The owner of the Whigham Funeral Home in Newark said Tuesday that Houston's funeral will be held at noon at the New Hope Baptist Church in Newark. The funeral home said that no wake would be held and that there would be no public memorial at Newark's Prudential Center, the sports arena that the family had discussed as a possible venue.

The 48-year-old Houston died Feb. 11 at a hotel in Beverly Hills, Calif., just hours before she was set to perform at producer Clive Davis' pre-Grammy Awards bash. Officials say she was underwater and apparently unconscious when she was pulled from a bathtub.

After an autopsy Sunday, authorities said there were no indications of foul play and no obvious signs of trauma on Houston. It could be weeks, however, before the coroner's office completes toxicology tests to establish the cause of death.

Los Angeles County coroner's assistant chief Ed Winter said there were bottles of prescription medicine in the room. He would not give details except to say: "There weren't a lot of prescription bottles. You probably have just as many prescription bottles in your medicine cabinet."

Her body was returned to New Jersey late Monday.

Houston was born in Newark and was raised in nearby East Orange. She began singing as a child at New Hope Baptist Church, where her mother, Grammy-winning gospel singer Cissy Houston, led the music program for many years. Her cousin singer Dionne Warwick also sang in its choir.

An impromptu memorial for Houston was held Sunday during a sadness-tinged Grammys, with Jennifer Hudson saluting her memory with a performance of "I Will Always Love You." Viewership for the awards show soared over last year by 50 percent, with about 40 million viewers tuning in to the program on CBS.

On Monday, mourners left flowers, balloons and candles for Houston at the wrought-iron fence around the tall brick church, which sits near the edge of an abandoned housing project near the train line leading to New York City.

"She was an inspiration to everybody," said Gregory Hanks, an actor who grew up in the neighborhood and who dropped off a bouquet. He saw Houston perform in New Jersey years ago.

"I grew up listening to her as a little boy, and to hear her sing, you knew she was special," he said.

A sensation from her first album, Houston was one of the world's best-selling artists from the mid-1980s to the late 1990s, turning out such hits as "I Wanna Dance With Somebody," "How Will I Know," "The Greatest Love of All" and "I Will Always Love You." But as she struggled with drugs, her majestic voice became raspy, and she couldn't hit the high notes.

Houston left behind one child, daughter Bobbi Kristina Brown, 18, from her marriage to singer Bobby Brown.

High school students test best with 7 hours of sleep at night

ScienceDaily (Feb. 10, 2012) ? Whether or not you know any high school students that actually get nine hours of sleep each night, that's what U.S. federal guidelines currently prescribe.

A new Brigham Young University study found that 16-18 year olds perform better academically when they shave about two hours off that recommendation.

"We're not talking about sleep deprivation," says study author Eric Eide. "The data simply says that seven hours is optimal at that age."

The new study by Eide and fellow BYU economics professor Mark Showalter is the first in a series of studies where they examine sleep and its impact on our health and education. Surprisingly, the current federal guidelines are based on studies where teens were simply told to keep sleeping until they felt satisfied.

"If you used that same approach for a guideline on how much people should eat, you would put them in a well-stocked pantry and just watch how much they ate until they felt satisfied," Showalter said. "Somehow that doesn't seem right."

In the new study, the BYU researchers tried to connect sleep to a measure of performance or productivity. Analyzing data from a representative sample of 1,724 primary and secondary school students across the country, they found a strong relationship between the amount of sleep youths got and how they fared on standardized tests.

But more sleep isn't always better. As they report in the Eastern Economics Journal, the right amount of sleep decreases with age:

  • The optimal for 10-year-olds is 9 -- 9.5 hours
  • The optimal for 12-year-olds is 8 -- 8.5 hours
  • The optimal for 16-year-olds is 7 hours

"We don't look at it just from a 'your kid might be sleeping too much' perspective," Eide said. "From the other end, if a kid is only getting 5.5 hours of sleep a night because he's overscheduled, he would perform better if he got 90 minutes more each night."

The size of the effect on test scores depends on a number of factors, but an 80-minute shift toward the optimum is comparable to the child's parents completing about one more year of schooling.

"Most of our students at BYU, especially those that took early-morning seminary classes in high school, are going to realize that 9 hours of sleep isn't what the top students do," Showalter said.

NRA Developing a Gaming App | Shall Not Be Questioned

The NRA?s first interactive mobile game app is expected to debut in the spring of 2012.

I?ll be interested to see how this works out. Most online video games that involve shooting are either combat games or hunting games. It?s going to take a good bit of creativity to create a game that?ll attract people to play. Shooting is a lot of fun to do yourself, but watching other people shoot is like watching grass grow, and I?ve not found a huge number of shooting games that aren?t combat-based that are really addictive. Like I said, I think it?ll take creativity, and hopefully this company NRA has hired has the chops. I?m skeptical that ?look up state-by-state gun regulations? and ??all within a fun, interactive game environment? are two things that are going to successfully go together.

The Art of Nazi Hunting: How Israel's Mossad Found Adolf Eichmann (Time.com)

"Operation Finale: The Story of the Capture of Eichmann" is a museum exhibition that chronicles the secret Mossad operation that stalked and captured Nazi war criminal Adolph Eichmann from his refuge in Buenos Aires, and smuggled him to Israel to stand trial for his role in organizing the Final Solution. Eichmann was the chief logistician of the Holocaust, and the exhibit at the University of Tel Aviv is satisfying in every possible way: Not only seeing justice done, but laying eyes on the homespun artifacts of early spycraft that made it happen, like the stubby metal needle that administered a sedative before the prisoner was led, dressed in the uniform of a flight navigator, up the staircase of the El Al plane that carried him across the Atlantic.

The exhibit, at The Museum of the Jewish People, has it all: The soft leather briefcase with a camera hidden inside, its shutter activated by a button on the bottom pressed by an Israeli agent who pretended to happen by the house on Garibaldi Street on day in 1960, inquiring about investments in the area. Here are the black and white images, captured at an upward angle, of the man calling himself Ricardo Klement: A thing bald figure gesturing with arms akimbo, some quality of arrogance on display along with the actual prints, their negatives, and even the cardboard sleeve of the Buenos Aries photo shop that developed them -- "Optica 'Florida' Argentina 1960." The agents didn't think it was Eichmann. But their sneaked photos were compared with a civilian portrait and the photo from his SS file -- both also on display -- by forensic experts who knew what to look at: Ears really don't change. One expert sketched an oval of a head with 10 points of commonality enumerated on a piece of paper either brown in 1960 or faded since to that shade, like the Mossad file on Eichmann himself, code-named "Dybbuk," Yiddish for an evil spirit that penetrates the soul.

The 11 agents dispatched to bring Dybbuk to Israel were a mix of Mossad, the intelligence agency that works overseas, and Shabak, Israel's domestic security office, which had to be called on for help. "Besides being the Eichmann story this is the story of the evolution of the Mossad," says Avinoam Armoni, chief executive of the museum, known in Israel as Beit Hatfutsot. Mossad -- the massive organization whose hand critics see behind many a mysterious death abroad -- was not all that back then. Its original mission was mostly getting Jews out of other countries and into newly established Israel. (See more on Eichmann's trial.)

Today Mossad actually has a website; the "About Us" page is a good place to start. "It's a bit of a change from the early days when you were not even allowed to utter the word," says Armoni. But its reputation for omniscience, for being able to reach anywhere, began with the capture of Eichmann. The ruthlessness would come later, especially as Israel mounted an assassination campaign against Palestinian activists in response to the massacre at the 1972 Munich Games. ("Striking Back" by TIME's own Aaron J. Klein, is the definitive book on what some would deem the morally treacherous work carried out by Caesarea, as the agency's assassination unit was known.) Indeed today, as Iranian nuclear scientists blow up on their morning commutes with startling frequency, it may qualify as news that Mossad actually brought an enemy back alive.

"Everybody wants to talk about Iran," says Yossi Peled, the government minister who persuaded the Mossad to take the exhibition public. "I know of only one way to answer," says Pellin, who lost his entire family except his mother at Auschwitz: "We the Jewish people were spread all around the world. In 1948, thanks God, history gave us a gift: We got our own country. But it's a one-time gift. We have an obligation to protect ourselves."

The exhibition is compact, accessible and alive with grace notes. The glass cases of documents and gadgets would have been plenty. Here's a suitcase containing a machine to make license plates in a safe house -- a long way from Stuxnet. Over here's what Eichmann had in his pockets when he was pulled off the street outside his house: a pen knife, two keys, a cigarette holder, an ID card from Mercedes Benz, and a comb in a leather case. But the curator, a Mossad employee who goes only by Avner A., laced the artifacts with videos of retired Mossad agents (old men in book-lined studies, recalling their roles in the drama) and the singular art created during the mission. Zvi Malkin was an artist as well as a secret agent and Holocaust survivor. His cover in Buenos Aires involved wandering around the city with a guide book, using its pages as a canvas. Amid the brush strokes on a page headed, perhaps wryly, "Shipping and Exports," you can make out the words, in Hebrew, "When will it be decided to take him to Israel?" And below, in English, "And never a word of forgiveness."

At the rear of the exhibit, beside an Israeli flag that Avner A. points out can be seen all the way from the entrance, is the actual glass booth where Eichmann sat during his trial. It's framed by video footage of Attorney General Gideon Hausner's famous opening statement -- "I do not stand alone. With me at this moment are six million prosecutors" -- and the iconic black and white photos of spectators in the courtroom gallery. Stout, middle-aged women watch with hands over their mouths and eyes blazing.

"Until the Eichmann trial, in Israel no one spoke about the Shoah," says Armoni, referring to the Holocaust by its Hebrew name. "There was this shame. Israelis said we would never allow ourselves to be taken like lambs to slaughter." Indeed, by the 1940s the sturdy Zionists had spent decades creating not only the foundation for a future state, but also the model of a "new Jew," a dynamic, martial, outdoorsy alternative to the stereotypical "scrawny weaklings" of the Eastern European shtetl. The reception that survivors found in Israel, which plays heavily on memories of the Holocaust for international sympathy, runs counter to the expectations outsiders bring with them. Says Armoni: "They have not always been treated the best here." (See pictures of Auschwitz After 65 Years.)

But the daring of the Mossad -- there's something Israelis can agree on. The exhibition will run for three months, and may or may not travel overseas, according to Peled. The minister explains that it's less a question of whether the Mossad qualifies as the ideal ambassador for Israel, but rather that the point of putting all this together is to reach young Israelis. "Talking with them about the capture of Eichmann," he says, "is like talking about Napoleon."

So with the Grammy Awards on Sunday, where "Beats, Rhymes & Life" is nominated for best long form music video, we asked Rapaport to take over the Five Most space to pick his favorite music documentaries. (The film, which came out theatrically last summer, also won top documentary honors from the Producers Guild of America this year.) But since he's so enthusiastic ? and was so nice to join us this week ? we let him pick six, in order of preference and in his own words:

? "Gimme Shelter" (1970): The Rolling Stones in their prime. Directed by the Maysles Brothers, this is musically incredible. You get to see the Stones being rock stars that don't exist anymore, and just as important, you see them as vulnerable and as stunned as the audience who witness the shocking events at the overbooked and underplanned Northern California concert that goes really, really wrong. Look for the cameo by a Hells Angels dude wearing a wolf mask.

? "Soul Power" (2008): The concert film that was the backdrop for Muhammad Ali's "Rumble in the Jungle" against George Foreman. James Brown, Bill Withers, The Spinners and many more perform in the African heat. The sweat pouring off everybody involved should've gotten its own listing in the credit sequence. Ali is so excited when all of the musicians are listed, he's enjoying the show as much as the fans are. I really can't push or recommend this film harder. It's my favorite straight-up concert film.

? "I Am Trying to Break Your Heart" (2002): I wasn't a fan nor had I ever heard of Wilco before watching this film and I love it. The cinematography ? shot in black-and-white film by director Sam Jones, who's best-known as a photographer ? is so lush and so beautiful, you can literally watch this film on mute and you will enjoy it. The real-time story and conflict that takes place between Wilco and the record label and themselves was a big inspiration in making my film "Beats, Rhymes & Life." Watching the construction of their album "Yankee Hotel Foxtrot" right before your eyes will make any viewer a fan of the band.

? "Thelonious Monk: Straight, No Chaser" (1988): This is my favorite jazz film. Watching Thelonious Monk spin around on stage in the opening performance is a scene I will always remember seeing for the first time. Every moment of this film is shot in deep black and white and jazzy color. Thelonious Monk has so much style and is such a unique personality. Hearing his son walk you through his dad's mental breakdown is devastating at times. Watching Monk in the studio recording take after take live is like eating the best sushi meal of your life. And I have a secret to reveal: I'd bet my house that Monk's funky and at times hard-to-understand dialect was the inspiration for Benecio Del Toro's character in "The Usual Suspects."

? "Style Wars" (1984): This may not be considered a straight music doc, but for me it's the ultimate hip-hop film. It's shot in the 1970s in NYC and articulates all four elements of hip-hop: MCing, DJing, graffiti and B-Boying during the culture's youth, straight from the Boogie Down Bronx. Everything about this film is perfect and it also inspired me on "Beats, Rhymes & Life" as it takes on a real-time story line while walking you through the history of hip-hop during its purest time.

? "Buena Vista Social Club" (1999): This is a beautiful film about Ry Cooder's making of the album. He rediscovers and actually forms a crew of 50-, 60- and some 70-year-old Cuban jazz artists and they made the Grammy Award-winning classic album. Watching these artists go from complete obscurity to performing in New York City at Carnegie Hall to this day reminds me to always be humble and never take any success for granted.

to run several testing. Once the tests include concluded, your vet should be able to tell you the best
possibilities open for treatment.

January's Small Business Highlights | Linda Dorcena Forry

January was a big month for the small business community throughout the Commonwealth and the United States.? Key initiatives were launched at both the federal and state levels and the Joint Committee on Community Development and Small Business announced plans to continue pursuing an aggressive agenda that will benefit small businesses throughout Massachusetts.? Regarding this flurry of activity, Rep. Forry said, ?I am pleased to see that as we start the new year elected officials at all levels of our government have continued to make the recovery and well-being of our small businesses a top priority.??

Some of the initiatives announced this month include:

?Committee Holds ?Small Business Coffee Hour? to Kickoff 2012

Last Thursday, January 26th, the Joint Committee on Community Development and Small Business held its first ?Small Business Coffee Hour? of 2012.? Hosted by Committee Co-Chairs State Senator Sal DiDomenico and Representative Linda Dorcena Forry, the event provided an opportunity for legislators and staff to come together and discuss the many challenges currently facing small businesses in their communities.? Senator DiDomenico and Representative Forry also provided an update on the status of key small business legislation currently before the House and Senate, as well as the results of their successful 2011 Statewide Small Business Listening Tour.

?State Launches New Revolving Loan Fund for Fisherman

On January 30th, Governor Deval Patrick announced the creation of the Commercial Fisheries Revolving Loan Fund, which will provide short term loans to owner-operated fishing businesses seeking to lease additional groundfish quotas.? Last year, Massachusetts ground fishermen moved away from a ?Days-at-Sea? system, to a new quota system under which they are allocated individual shares of groundfish stock. This stock in-turn can be traded and sold to other fisherman seeking additional shares.

During the Committee?s 2011 Statewide Small Business Listening Tour, representatives from the fishing industry voiced their frustration with the inability to secure capital to finance the purchase of shares under the new quota system.? ?This is a great first step towards addressing an issue critical to many small fisherman operations in our state.? I look forward to hearing from those same small business owners we met on the tour about the progress of the Governor?s new initiative,? said Representative Forry.?

?President Obama Announces Potential Reorganization of Federal Agencies Offering Assistance to Small Businesses

Earlier this month, President Barack Obama announced the first of several proposals intended to streamline and make the Federal Government more accessible for small businesses.? Under the President?s plan, six federal agencies including the U.S. Department of Commerce, U.S. Small Business Administration (SBA), U.S. Export-Import Bank, U.S. Trade and Development Agency, the Office of the United States Trade Representative and the Overseas Private Investment Corporation, would be consolidated into a single, new agency that would provide assistance to prospective and existing entrepreneurs and small business owners seeking to start, grow or expand their businesses.? The President?s plan also calls for the launch of a new website, www.businessusa.gov, which will serve as a virtual ?one-stop shop? for businesses seeking assistance or information on federal programs and services that assist small businesses.

Additionally, President Obama announced that he has elevated SBA Administrator Karen Mills to Cabinet-level status.? This is the first time since the Clinton Administration that the Administrator of the SBA has held such a position and will ensure that the small business community has a strong voice at the table as the economy moves forward.

?Representative Forry Monitors Progress of the Massachusetts Gaming Commission

On the state level, Representative Forry worked this session to ensure the new State Gaming Commission has the interests of small businesses in mind and that at least two leaders of local chambers or small business groups are included on the Governor?s Gaming Advisory Committee as subcommittee members.? The first members of the Committee are expected to be appointed by Governor Patrick in mid-March, with the small business representatives joining the sub-committee shortly thereafter.? ?I was pleased to have cosponsored an amendment to the gaming legislation in collaboration with Senator DiDomenico, which required the Governor?s Advisory Committee to include representatives from the small business community.? As Co-Chairs of the Joint Committee on Community Development and Small Business, we plan to closely monitor the appointment process and look forward to learning of the Governor?s selections,? said Representative Forry.?
